What are IVs of a Pokemon in Pokemon GO?

You might have heard people mentioning that she has an 82% Tyranitar or that he is looking for a "better" Zapdos. What they are actually referring to are the IVs of the Pokemon.


Pokemon Stats

Each Pokemon has some base stats that are the same across the whole species. These base stats are converted from the main series.
For example, all Golems have base stats of 211 in attack, 229 in defense, and 160 in stamina. These stats are converted using Niantic's own formula from the stats of the Pokemon in the original series.

The Att, Def and Sta stats is then converted into the CP (Combat Points) which is a rough gauge of how good a Pokemon is. Attack affects the damage dealt, defense affects the damage received, and stamina affects the amount of damage a Pokemon can take before fainting.

Individual Values

IV stands for Individual Value. What is does is that it gives variety to the same species. Although Golems all have the same base stats, IV will alter each Golem's total stats point. IV are like "bonus" stats that add on to the base stat of that species.
IV values range from 0 to 15 for each of the 3 stats. A Golem with an IV of 15 Att, 15 Def and 15 Sta will add 15 points to each of the base stats, resulting in the total stat point of 226 Att, 244 Def, and 175 Sta. As you can see, a higher IV Pokemon will be slightly better.

The IV percentages are taken using the sum of IV values divided by the maximum total value of 45 and then rounded off.
So, an 82% IV Pokemon has 37 total IV points distributed over the 3 stats.

Appraisals

What the "Appraise" action does in your Pokemon screen is that it gives you a rough gauge of your Pokemon's IVs.
The table at the end shows the respective phrases for different teams that corresponds to the total IV percentages.

The appraisal also tells you which of the three stats is the highest. That part is straight forward. It also tells you how high that/those highest stat(s) is/are.

IV Calculators

Since a Pokemon base stats is fixed for a species, and CP and HP are determined by total stats, given the Pokemon's level, the IV can be calculated. This is how some IV calculators work -- by reverse calculation -- without directly accessing the server to get the IV data.

Note:

Point to note is that a 100% IV Pokemon is not twice as powerful as a 50% IV Pokemon. It is simply about 22 stat point better off, which when compared to the total stats points of a Pokemon, can be from 5% to 15%. As such using percentage to differentiate the Pokemon can be misleading.

IVs of Pokemon in the wild depends on your Trainer level. Trainers of same level who catch the same Pokemon will get the same level and IVs up till Trainer level 30 where they will all be the same.

IVs of Pokemon in raids bonus challenge are randomised (just like the moveset) for everyone.

IVs of Pokemon hatched from eggs or from raids are generally better. The IV of each stat range from 10 to 15.
